How to skip the first step in a Job

 

Is it possible to bypass the first step in a JCL?
 
I have come across this scenario when last night one of the production job abended
in second step, the first step has successfully got executed. As per the restart
instruction, I was supposed to skip the first step.
 
I deleted the fist step by copying the job in an override library and ran the job,
but is there any cleaner approach of addressing this.

RESTART=STEP2
 
or
 
use COND=ONLY in the first step
