Converting EBCDIC data to ASCII format

I have a file which has data in EBCDIC format, I need to convert the data in ASCII format and tranfer the ASCII file to another platform.

My EBCDIC file may have binary data, packed decimal data and numeric and alphanumeric data. Is it possible to do the conversion on OS/390
