Un initialized variables in system

Often we have faced issues specially S0C7 due to un initialized variables.
I am looking for a way to identify such uninitialized variables in the COBOL programs, so
that we can work on fixing them.
Any help in this regard would be greatly appreciated.

Read the code and ensure that there is a VALUE specified for every W/S variable.
Also, make sure that when a program writes a record all of the fields in the output record have been initialized.
