Compiling COBOL in ASCII mode in mainframe express

There is a need in my project where we are migrating the data from EBCDIC to ASCII mode. For data part we would be coverting the data using programs but for existing programs to run in ASCII mode, we will need to compile them in ASCII mode.
Is there a way to compile COBOL modules in ASCII mode in mainframe express
